Based in that statutory language, they could (I’m not saying they should) arrest homeless people all day every day in downtown Athens.

One time, years ago my father was living with us. The police brought him home drunk, said that he said the curb jumped out on his car. Took me over to get the vehicle.

Judging from the Twilights I watched, they could arrest hundred, if not thousands for prowling and blocking the sidewalks. I takes a weasel to make that arrest.
I’m old enough to remember when they used to wait for you to step *onto* the sidewalk with a beer in your hand so they could write you an open container ticket….
Crowd recognizes Zach, a crowd forms to get an autograph, cops tell them to move along, he tries to sign a couple more autographs, arrest ensues. ACCPD strikes again.
Obviously the officers wanted to get in on the act and give out their autographs on some tickets for “loitering” then….
